Every October, November and December up till January to February people in Surigao del Norte, have been always expecting rough sea, bad weather and even storm.
It is the season of the year where, traveling via sea is very very difficult.
While locals prepares for Christmas, no one’s anticipated this kind of typhoon. (Although it was forecasted by local news that there is an incoming typhoon headed straight to the Island.)
Everyone is busy buying Christmas gifts, saving and enjoying long vacation breaks others are busy catering, serving and entertaining local and international tourist.

No one expects this Kind of Typhoon
37 years ago, in September 6, 1984 the people in Surigao have experience typhoon Nitang (Typhoon Ike).
This is the reason why most of the houses who experienced this typhoon have designed their houses to withstand strong winds, heavy rains and storm but there are also many family who suffered and got displaced.
Early Warning and Evacuation
People in the island took shelter in the designated evacuation center assigned by the local government units, before the typhoon landed in the island.
But the super typhoon Rai is very strong. Destroying almost everything in its path. Even the assigned evacuation center who were being identified as safe zone is also vulnerable and was partially damage.
