The southwest monsoon or habagat will continue to bring cloudy skies and scattered rain showers over Luzon on Wednesday, PAGASA reported.
The weather bureau is also monitoring the tropical cyclone outside the Philippine Area of Responsibility (PAR).
As of 3 a.m., the Tropical Storm Lan is located 2,670 kilometers east northeast of extreme Northern Luzon packing maximum sustained winds of 75 kilometers per hour near the center, gustiness up to 90 km/h and moving westward slowly.
The forecast weather condition for Ilocos Norte, Ilocos Sur, Abra and Benguet is cloudy skies with scattered rain showers and thunderstorms due to the southwest monsoon. Flooding or landslides may occur in these areas due to moderate to at times heavy rains.
Metro Manila and the rest of the country will have partly cloudy to cloudy skies with isolated rain showers or thunderstorms due to the southwest monsoon and localized thunderstorms with flash floods or landslides possibly occurring during severe thunderstorms.
The wind speed forecast for extreme Northern Luzon is strong and moving southwestward with rough coastal waters.
The rest of Luzon will experience moderate to strong wind speed moving southwestward with moderate to rough coastal waters.
Visayas and Mindanao will experience light to moderate wind speed moving southwestward while coastal waters will be slight to moderate.
