The Legislative Board of the Municipality of General Luna during its SESSION on August 01, 2022.
Today’s session centered its discussion on the following matters:
– The attendance of the Municipal Technical Working Group (MTWG) for Coastal Resources Management and Rare PH for the presentation of the proposed Comprehensive Coastal and Fisheries Resources Management Ordinance . This ordinance was presented by Ms. Gemila Estobo, the Municipal Environment and Natural Rasources Officer. The same ordinance was approved on its First Reading sponsored by Honorable John Christopher Silvosa – Committee Chairman on Environmental Protection.
– Three (3) Resolutions were also approved today as per request from the Executive Department.
1. Passage of Sangguniang Bayan Resolution adopting Executive Order No. SFM-007, S. 2022, “An Order Reorganizing and Reconstituting the Personnel Selection Board (PSB), Pursuant to Republic Act No. 7160 otherwise known as the “Local Government Code of 1991” and Revised Omnibus Rules on Appointment and Other Human Resource Actions of the Civil Service Commission
2. SB Resolution Renaming of Plantilla Item at the Municipal Sports and Recreation Center (MSRC), Pursuant to Local Budget Circular No. 137, issued July 13, 2021 Promulgating the Updated Index of Occupational Services, Position Titles and Salary Grades in the Local Government (IOS-LGU)
3. SB Resolution Renaming of Plantilla Item at the Municipal Agriculture Office, Pursuant to Local Budget Circular No. 137, issued July 13, 2021 Promulgating the Updated Index of Occupational Services, Position Titles and Salary Grades in the Local Government (IOS-LGU)
All the requested resolutions were sponsored by Honorable Kerr A. Tiu – Committee Chairman on Civil Service, Good Government, Public Ethics and Accountability.
Some of the Unfinished Business and its status are as follows:
1. “AN ORDINANCE EXACTING ENVIRONMENTAL CONSERVATION FEE FOR THE ACCESS AND/OR ENTRY TO TOURIST SPOTS AND USE OF ACCOMMODATION ESTABLISHMENTS, MUNICIPAL ROADS, RENTED MOTOR VEHICLES AND CERTAIN SPORTS EQUIPMENT IN GENERAL LUNA, SURIGAO DEL NORTE IMPOSING PENALTIES FOR VIOLATION THEREOF AND FOR OTHER PURPOSES” for 2nd Reading

STATUS: Committee Hearing will be conducted for this purpose with Hon. John Christopher C. Silvosa – Committee Chair on Tourism and Culture for harmonization
2. “AN ORDINANCE CREATING THE MUNICIPAL ECONOMIC ENTERPRISE DEVELOPMENT AND MANAGEMENT OFFICE (MEEDMO) FOR THE PURPOSE OF ESTABLISHING, DEVELOPING, OPERATING, MAINTAINING AND MANAGING SUSTAINABLE MUNICIPAL ENTERPRISES TO ENHANCE THE INCOME OF THE MUNICIPALITY” for 2nd Reading

The Session was presided by the Municipal Vice Mayor, Doc Romina Rusillon-Sajulga. All members were present except for the SK Federation President who is currently on official maternity leave and Hon. Gina Gubaton Kosaza and Hon. Enrico Jace L. Rusillon who are on official business leave.
