Travel Permission

Modified Limited No Travel Policy
- All persons coming from Metro Manila and the Provinces of Bulacan, Cavite, Laguna, and Rizal are not allowed to travel to this Province until further orders, except:
- Surigao del Norte Residents
- Government APOR on a special mission
- Private APOR with certification from the Mayor of the City/Municipality of destination within this Province that his/her business transaction in this Province is extremely necessary and cannot be postponed.
- All airlines are also enjoined not to accept passengers, except Surigao del Norte Residents, Government APOR and Private APOR, with connecting flights from Manila-Cebu-Siargao/Surigao.
- All tourists and private APORs who came to this Province shall, in addition to the requirements that they must comply upon entry to the Province, be subjected to COVID-19 Antigen Test at their own cost after five (5) days from the date of their arrival. Those who will be tested positive shall be subjected further to Swab or Saliva RT-PCR Test at their own cost.
General Requirements
- All flights bound for Siargao (from any point of origin in the Philippines) shall only be allowed to board passengers at a maximum of 75% of the aircraft’s seating capacity.
- HOTLINES: Passengers of airplanes and such other aircrafts going to Siargao Airport and/or Surigao Airport may call any of these hotlines of the Provincial Tourism Office for clarification and/or information: 0963-890-6038 or 0927-281-8555
- No traveler shall be required to undergo quarantine unless they exhibit symptoms upon arrival at the LGU destination.
- Passengers shall be deported back to the point of origin to be shouldered by the airline.
- All travel requirements (scanned or picture copies) shall be emailed in advance (prior to departure) by the passengers at the Provincial Tourism Office (sdntourism@gmail.com)
Tourists
TOURIST invited by local resident of Surigao del Norte
- Negative RT-PCR Test or COVID-19 Saliva Test Result taken within forty-eight (48) hours or two (2) days of release of the result
- All children who are seventeen (17) years old and below are exempted from presentation of negative result on RT-PCR Test (whether by Swab or Saliva sample
- the only acceptable SALIVA RT-PCR negative test result is one conducted by the Philippine National Red Cross.
- Valid Identification Card
- Travel Certification issued by the Mayor of the City/Municipality of destination (within the Province of Surigao del Norte)
- Surigao del Norte’s e-Health Pass registered as Tourist from https://covid19.ssct.edu.ph/healthform
TOURIST not invited by local resident of Surigao del Norte (Walk-in Tourist), scanned or pictured copies of the following:
- Negative RT-PCR Test or COVID-19 Saliva Test Result taken within forty-eight (48) hours or two (2) days of release of the result
- All children who are seventeen (17) years old and below are exempted from presentation of negative result on RT-PCR Test (whether by Swab or Saliva sample)
- the only acceptable SALIVA RT-PCR negative test result is one conducted by the Philippine National Red Cross.
- Valid Identification Card
- Confirmed Booking of Accommodation for at least two (2) nights from the resort, hotel or hostel duly accredited by the DOT
- Surigao del Norte’s e-Health Pass registered as Tourist from https://covid19.ssct.edu.ph/healthform
- List of Accredited Hotels in Siargao as of February 17, 2021
Surigao Del Norte Resident
- Negative RT-PCR Test or COVID-19 Saliva Test Result (taken within forty-eight (48) hours or two (2) days of release of the result)
- All children who are seventeen (17) years old and below are exempted from presentation of negative result on RT-PCR Test (whether by Swab or Saliva sample

- Proof of residency in Surigao del Norte such as Valid Identification Card containing an address in Surigao del Norte or Certificate of Acceptance issued by the Mayor of the City/Municipality of destination within the province.
- Surigao del Norte’s e-Health Pass registered as Surigao del Norte Resident from https://covid19.ssct.edu.ph/healthform
APOR
Private APOR
- Negative RT-PCR Test Result or COVID-19 Saliva Test (taken within forty-eight (48) hours or two (2) days of release of the result)
- the only acceptable SALIVA RT-PCR negative test result is one conducted by the Philippine National Red Cross.
- Valid Identification Card
- Certification from the Mayor of the City/Municipality of destination within this Province that his/her business transaction in this Province is extremely necessary and cannot be postponed.
- Non-resident Private APORs may be exempted from the requirement of “Confirmed Booking of Accommodation for at least two (2) nights from the resort, hotel or hostel duly accredited by the Department of Tourism” if they can present proof/s that they are coming to the Province of Surigao del Norte for the purpose of delivery or performance of essential goods and services, as the case may be.
- Surigao Del Norte’s e-Health Pass registered as non-resident APOR from https://covid19.ssct.edu.ph/healthform
Government APOR (Non-Resident)
- Negative RT-PCR Test Result or COVID-19 Saliva Test (taken within forty-eight (48) hours or two (2) days of release of the result)
- the only acceptable SALIVA RT-PCR negative test result is one conducted by the Philippine National Red Cross.
- Valid Identification Card
- Travel/Mission Order issued by the Chief of Office
- Surigao Del Norte’s e-Health Pass registered as Non-Resident APOR from https://covid19.ssct.edu.ph/healthform
