The shear line affects the northern and eastern sections of Northern Luzon, state weather bureau PAGASA said Thursday.
Ilocos Norte, Apayao, Cagayan, and Isabela are forecast to have cloudy skies with scattered rain showers and thunderstorms because of the shear line, while Batanes will have cloudy skies with light rains because of the Northeast Monsoon.
Metro Manila and the rest of the country will experience partly cloudy to cloudy skies with isolated rain showers or thunderstorms due to the localized thunderstorms.
Flash floods or landslides may occur as a result of these weather conditions.
Meanwhile, the country will experience moderate to strong winds with moderate to rough coastal waters, except for Northern Luzon, which will have light to moderate winds with slight to moderate coastal waters.
