While working in the Provincial Disaster Risk Reduction and Management Office, Jovar Cuartela traveled to municipalities as part of their programs/projects in disaster preparedness and prevention to help build and or establish disaster response volunteers.
One of those places was General Luna, Siargao Island where he met Manuel “wilmar” Melindo who had also undergone training in Basic Life Support and First Aid Training conducted by PDRRMO in partnership with the Local Government Unit of General Luna and Bureau Fire Protection (BFP) and the Philippine National Police (PNP).
While there is no training/activity, he often works in the kitchen preparing meals learning about cooking, and creating menus. He also makes time to study a short course about cooking every Saturday.
