Rare, thru its Fish Forever Program, aims to foster strong partnership and collaboration of the Local Government Units including Del Carmen by strengthening the decision-making and policy development capabilities.

Rare facilitated with Municipal Technical Working Group of Del Carmen with its representatives from the Municipal Agriculture and Fisheries Office, Municipal Fisheries and Aquatic Resources Management Council, Municipal Planning and Development Office, Municipal Environment and Natural Resources Office, and other involved LGUs for the updating of the Municipal CFRM Ordinance and the drafting of the Implementing Rules and Regulations (IRR).
